Benefits To Using The App
Well owners who use the app to submit these periodic and End-of-Year readings will have met their annual use reporting requirements and will not have to file an Annual Use Reporting Form with the EAA!
Each time you submit a meter reading through the app, EAA staff processes the data and sends back an update showing your year-to-date water usage from that well. This feature helps users actively track and manage their water use throughout the year.

How To Use The App
For all metered well owners, once the app has been downloaded to your smart phone, you will be able to:
- Add a meter – by entering the meter serial number (this should be the same number as registered with the EAA). You can ‘nickname’ the meter for easy reference if you will be reporting on different wells and will be adding multiple meters in the app.
- Report a meter reading – by making a meter reading submission as prompted by the app. EAA rules require permitted well owners to collect monthly meter readings at the end of each month, and the EAA recommends LPW owners to collect meter readings at the end of each quarter. The app is designed to prompt users and activate the appropriate submission icon when it is time to collect and submit a meter reading to the EAA.
The Meter Matters app prompts users to collect a reading when the submission icon for each interval is activated and highlighted on the screen. Once a successful submission is made, the icon is no longer active for that period. If you miss an interval and the submission icon goes inactive before you collected a meter reading, just wait and submit during the next reporting period.
Permitted Wells
Permitted users are prompted to collect meter readings anytime between 5 days before to 5 days after the end of each month and at the end of the year.
For permitted well owners, the app can also be used to:
- Fulfill Critical Period Management (CPM) monthly use reporting requirements.
- Manage meter sharing responsibilities, including the ability to update or remove shared users for a given meter.
- Receive accurate, timely notifications from the EAA such as reminders to submit readings, updates on water usage, or changes in reporting requirements helping you stay informed and compliant.
- Use the “Contact Us” form in the app to easily reach out to EAA staff if you encounter any issues or have questions while using the app.
- Manage your electronic communication settings, allowing you to choose how you’d like to receive your End-of-Year reports and other important notices from the EAA.

Activation Schedule
The reporting window is open throughout each month, beginning on February 1st. If you miss submitting a reading for the previous month, the app allows you to select the appropriate month and date to submit the missed reading. The final deadline to submit any meter readings for the year is during the second week of December.
Additionally, the End-of-Year reporting window opens on December 16 and remains available through January 31 of the following year.

Limited Production Wells
PW owners are prompted to collect meter readings anytime between 20 days before to 20 days after the end of each quarter, and between 5 days before to 5 days after the end of the year.
LPW Owners who use the app to submit three quarterly, and the End-of-Year readings will also have their next year’s $25 administrative fee waived!

Meter Reading Submissions
The Meter Matters app prompts users to collect and submit meter readings based on their reporting schedule. When submitting a reading, you can use the dropdown menu to select the appropriate month. If you missed a reporting period, you may select a previous month from the dropdown to submit a late reading.
Note: You can only select the current or previous months and future months cannot be selected for submission. Once a reading is successfully submitted for a selected month, it is recorded in the app and cannot be resubmitted.
You must use the Meter Matters Smartphone App to make your End-of-Year meter reading submission to avoid filing an Annual Use Reporting Form with the EAA.
- Review your Submissions History – The app lists a history of your reported meter reading and allows you to review your groundwater use throughout the year. For LPW owners, with each processed submission, the app graphically shows your water use against the annual authorized limit of 1.4 acre-feet per year.
- Make additional Reporting Requirements – can be used by permitted well owners who may need to file monthly meter readings with the EAA when in CPM drought restrictions, to report a meter repair/change, or to report the results of a meter accuracy verification test.
- If you prefer to receive your Annual Use Report (AUR) by email, simply enable electronic communication in the app’s Settings page. This ensures you’ll receive your AUR and other important notifications electronically, streamlining the reporting process.
Using the app can meet all of your meter reporting requirements outlined in EAA rules.
Once you have registered your meter in the app, to report a meter reading at the well:
Select the meter you wish to report.
Enter the meter reading from the meter register.
Submit a live reading or upload a photo from your gallery for meter readings from January to December. However, for End-of-Year reporting, you must submit a live picture to comply with all meter reporting requirements.
Submit and confirm the meter reading submission.
Note: If you encounter any issues while reporting a meter reading, adding a meter, or using any other functionality in the Meter Matters app, please use the “Contact Us” feature in the app to reach out to EAA for assistance.
EAA staff will receive and process your meter reading submission. Processing may take 1-2 business days as staff will review both your submission and the photo for accuracy before updating the reading in our database. Once processed, you will receive a response showing how much water has been pumped from the well year-to-date.
Please ensure the accuracy of your meter reading and that the photo of the meter register is clear before confirming your submission. EAA staff cannot process a meter reading without a clear view of the meter register numbers.
