To protect and prevent the pollution of the Edwards Aquifer and to preserve existing and potential groundwater use, the EAA monitors the storage of regulated substances on the recharge zone and specific portions of the contributing zone.

Facilities in the environmentally sensitive areas of the recharge zone and specific portions of the contributing zone are required to register with the EAA if they store an aggregate quantity exceeding 1,000 gallons of regulated substances in containers that are less than 500 gallons in size.

To protect and preserve the region’s primary groundwater supply, the EAA regulates above ground storage tanks (ASTs) and underground storage tanks (USTs) located in, above or on the Edwards Aquifer recharge zone and portions of the contributing zone. One of the many requirements includes the registration of all regulated storage tanks.

Application For Major Modification (AMM)
On or after October 18, 2002, no person may install or have installed a regulated AST or UST system for the purpose of storing or otherwise containing regulated substances in, above, or on the recharge zone of the Edwards Aquifer, unless the installation is a result of an EAA approved Application for Major Modification (AMM).
An AMM processing fee of $25.00 must accompany each application. Payment options include online payment, a personal check, a cashier’s check or a money order made out to the Edwards Aquifer Authority. No cash please. When using the online payment option please attach the payment receipt to the submitted AMM.
Please note, the requirement to submit the above reference AMM is not required if: A facility’s AST(s) have incorporated or will incorporate a form of secondary containment as part of an approved Texas Commission on Environmental Quality (Commission) AST Plan; a copy of the approved AST Plan is submitted to the EAA; showing that the AST Plan has been approved by the Commission is submitted to the EAA; and documentation of any modification or exception associated with the plan have been submitted to the EAA.

About EASRC
In collaboration with the Natural Resource Conservation Service (NRCS), the EAA offers financial assistance in addition to NRCS funding for selected beneficial practices in the EA SRC. Selected practices eligible for funding are listed on page 3 of the EASRC Brochure as Primary Focus zones for landowners approved through the Environmental Quality Incentives Program (EQIP). Although the EAA and NRCS are program partners, the applicant must make a separate EAA funding request to be eligible for EAA funds. The EAA funding reimbursement for each project will be a single payment. The amount will depend upon the number of applicants in each calendar year but could represent up to a maximum of 20% of the constructed cost. The specific payment to the applicant will be determined late in each calendar year when the number of applicants is known.
To be eligible for EAA funding, the applicant must be approved by the NRCS for EQIP funding, demonstrate the practice is complete, provide the EAA access to the applicant’s site conservation plan, and enter into a reimbursement contract with the EAA. The EA SRC is anticipated to be a five-year program that terminates in 2020. The EAA will update which practices will be funded for the following year when the annual budget is passed in December.

Online Payments
As part of a comprehensive effort to streamline processes for our permit holders and the regulated community, the EAA now offers an online payment program that allows individuals and business entities to pay for their transactions by credit card (American Express, Discover, MasterCard, or VISA) or by electronic check.
The payment site is operated and maintained by a secure, third party, payment processor. A convenience fee of 2.75% applies to all credit card transactions (a $2 minimum fee) and a $2.00 fee applies to e-check transactions. The EAA does not keep any portion of these convenience fees. After confirmation of payment, the EAA will coordinate internally to ensure your payment is posted to the correct account. This process may take up to 72 hours.
