Final Rules
Final Rules (FRs) are rules that have been adopted by final order of the Board of Directors (Board) of the Edwards Aquifer Authority (Authority) and are effective and enforceable. From time to time, the Authority may propose to amend FRs.

Final Emergency Rules
From time to time, the Authority board may propose and implement emergency rules to temporarily replace posted final rules.
You are encouraged to review all Final and Final Emergency Rules to determine how they may impact a regulated activity. Emergency rules are only effective for 120 days and can be extended by the board for an additional 60 days.

Proposed Rules
Proposed Rules (PRs) have been approved by the Board of the Authority for notice and public comment. PRs are not final rules that are enforceable by the Authority. The public may file written or oral comments with the Authority. The Authority will formally respond in writing to all written comments received within the public comment period, but will not respond to oral comments.
Public hearings are conducted for the PRs in order to receive additional public comments. To find out the schedule for public hearings on any PRs, please refer to the Meetings/Hearings section of the Authority's website. After the public comments have been reviewed and the Authority's responses have been prepared, the PRs are prepared as Final Rules (FRs) and presented again to the Board for adoption. The FRs may be the same as the PRs, or may contain revisions.
