The Edwards Aquifer Authority was created by the
Texas Legislature to preserve and protect this unique groundwater resource.

1983

EUWD and the City of San Antonio sign an agreement for the joint study of aquifer management. EUWD is given the authority to regulate transport of water out of the District.

1987

EUWD gains legislative approval for establishing a Drought Management Plan. The bill allows counties to withdraw from the District.

1988

Regional Water Management Plan adopted, September 1988.

1988-1990

EUWD implements user requirements for Drought Management Plan.

1989

January

Medina and Uvalde counties withdraw from the EUWD in an attempt to establish county underground water districts.

July

The Guadalupe-Blanco River Authority (GBRA) files "underground stream" lawsuit in state court.

1989-1990

GBRA and Sierra Club file notices of intent to file a lawsuit under the Endangered Species Act. Legislative committee appoints Technical Advisory Panel to summarize scientific issues related to the aquifer. Commissioner John Birdwell, Texas Water Commission (TWC) meets with area representative to negotiate an emergency action plan for the aquifer. No plan is endorsed.
